2004年以来先后担任江苏省公安厅科技处副处长、指挥中心副主任、宿迁市公安局副局长、常州市公安局副局长，公安部视频监控专家库成员，长期组织推动了江苏技防工作的发展，组织开展了科技强警示范城市建设、技防城建设、技防入户、技防省份建设，推动江苏科技技防工作进入全国前列。近年来组织开展的升级版技防城建设，已经成为江苏平安建设的重要支撑和优势品牌。 Since 2004, he has served as deputy director of Science and Technology Division, Department of public security of Jiangsu Province, deputy director of the command center, deputy director of the Suqian Public Security Bureau, deputy director of the Changzhou Public Security Bureau, and member of the video surveillance expert group of the Ministry of Public Security. He is promoting technical defense tasks in Jiangsu; organizing the various of technical constructions within the province. In recent years, the upgraded version of the technical defense construction has become an important support and competitive advantage of Ping An construction in Jiangsu.

Starting from Jiangsu, briefly review the main achievements of the construction of the public security video surveillance system; and seriously analyze the current challenges and long-term challenges of Xueliang Project. To face the LoT and the development of artificial intelligence; the various challenges of this risky society; the new development requirements of modern police services, this speech explains the necessary of transformation and development of the public security video surveillance system, as well as the main objectives and tasks of the transformation and development.
